What does the circular of the Minister of Education state, while at the same time requesting an extraordinary meeting of the chancellors
The extraordinary convening of the Rectors’ Synod on Monday, via teleconference regarding the conduct of the educational process in universities, asks the Minister of Education, Kyriakos Pierrakakis, who issued a circular for the semester exams to be held digitally. “The examination in HEIs can be conducted digitally” he emphasizes with an urgent interpretative circular to the Senates of the Higher Educational Institutions.
Among other things, the circular states:
– The conduct of student examinations, written and oral, is also permitted through electronic means (digital examination) by virtue of an express provision of the law, where no
it becomes possible to carry out the evaluation of the students or to use the A.E.I.’s infrastructure. for conducting the examination process.
– The above provisions stipulate that the specific issues of alternative assessment methods are regulated in the A.E.I.’s internal operating regulations, as long as it has
issued, which, it should be noted, is issued by decision of the Senate following a proposal by the Rector
Given the fact that:
a) in some A.E.I. their operating regulations have not been issued,
b) there is reason to apply the substantive provision of article 65 par. 4 para. b of Law 4957/2022, i.e. the distance assessment of students because they take place
extraordinary conditions in the infrastructures of A.E.I., where it is not possible to live in the presence of the factors of the educational process for the conduct of the student
exams,
c) the Senate has – by virtue of the provisions of para.
academic subjects of A.E.I, and
d) the Senate has – by virtue of the provision of par. 3 of article 223 – the authority to issue decisions regulating matters of the Internal Regulation
Operation until the issuance of this, we consider that the Senate, additionally taking into account:
i) the provision of article 64 par.4 for the extension of a semester by decision of the Senate only for reasons of force majeure and not for reasons of extraordinary circumstances,
ii) the final exams are held after the completion of the academic semester and, therefore, the time of the exam cannot coincide with the time of conducting semester courses and iii) that the educational activities of one academic year cannot be transferred to the next, with the exception of re-examination, may take a decision, in accordance with the above conditions under items 6a-d, and take the necessary actions to carry out the assessment of students by electronic means, taking the necessary technical and organizational measures to implement the examination process with modern remote methods evaluation, in order to ensure the personal data of those participating in the examination process, as well as the integrity of the process.
